Sports Rules
Introduction
- Intramural & Adult League Sports are designed for students, adults, and staff to:
- Participate in a fun and competitive environment.
- Develop and mature through sport.
- Participants are expected to:
- Demonstrate exemplary conduct.
- Represent themselves, their team, and Carleton University with integrity.
- This Code of Conduct provides:
- Clear expectations for behaviour on and off the field.
Purpose
- Ensure consistency in expected behaviour for all participants.
- Outline processes and disciplinary actions for violations of the Code.
Scope
Applies to:
- Students, staff, and adults registered in an intramural or adult league program.
- All conduct occurring on Carleton University premises.
Definitions
Harassment
- Abusive, demeaning, threatening, vexatious, or intimidating conduct.
- Misuse of authority or power beyond freedom of expression or academic freedom.
Hazing/Bullying:
- Acts that endanger (or appear to endanger) physical or mental health.
- Includes initiations, admission rituals, or group affiliations.
- Zero-tolerance policy in place.
Hearing:
- A proceeding for presenting evidence and arguments.
- May be verbal, written, or oral depending on the case severity.
Participant Rights
Confidentiality
- Disciplinary records will remain confidential in accordance with applicable laws and policies.
Fair Process and Natural Justice
- Right to a hearing if accused.
- Right to written notice of alleged infractions.
- Right to procedural fairness and natural justice.
- Right to know, respond to, and clarify evidence presented.
Procedures
- Alleged violations may be reported by:
- Campus Safety, Student Affairs, League Officials, participants, or police services.
- Investigations are conducted by the Leagues Assistant Manager (or designate).
- Violations are reviewed on a case-by-case basis.
- Aiding or abetting a violation is also a punishable offense.
- Offenses include but are not limited to:
- Property or facility damage.
- Violation of university rules, regulations, or policies.
- Jeopardizing health, safety, or security.
- Repeated Code infractions.
If a violation is substantiated:
- Notification
- Written notice issued to involved participants after investigation.
- Decision Stage
- Hearing held; decision letter issued based on all evidence.
- Report Stage
- Final report and recommendations submitted to senior management.
Sanctions
- Sanctions may include, individually or in combination:
- Suspension from one or more competitions.
- Suspension for an entire season.
- Revocation of Athletics facility privileges.
- Decisions will be made before the next scheduled competition whenever possible.
Participation Agreement
- Participation in Intramural & Adult League Sports is a privilege, not a right.
- Participants must:
- Follow the Students Rights and Responsibilities Policy and this Code of Conduct.
- Treat everyone with courtesy and respect, regardless of:
- Gender
- Sexuality
- Place of origin
- Colour or ethnicity
- Religion
- Political beliefs
- Economic status
- Avoid any form of harassment or discrimination.
- Comply with all rules and regulations of their sport.
- Seek clarification from League Officials in case of conflict between sport rules and this Code.
- Avoid negative interactions with opponents except during legitimate gameplay.
- Refrain from:
- Illegal recreational drug use (e.g., cocaine, hashish).
- Alcohol or marijuana consumption during participation.
- Vaping indoors.
